Shared Services for the Ministry of Health


SPMS is a public body created in 2010 under the supervision of the Ministry of Health and the Ministry of Finance. Its mission is to centralise, optimise and rationalise the procurement of goods and services within the Portuguese national health system (Serviço Nacional de Saúde, SNS), by providing shared services (procurement, logistics, finance, human resources and eHealth) to Portuguese healthcare providers and other organisations in healthcare.

SPMS has been involved in several EU projects dedicated to interoperability (Antilope, EXPAND, e-SENS, Trillium Bridge), and is keen to integrate international standards and learnings from EU projects in the national infrastructure.  Regarding semantic interoperability and EU convergence on standards, SPMS is governing and leading the operation of the Clinical Terminologies Centre in Portugal, and has been supporting the establishment of national bodies for eHealth standards and profiles (e.g. HL7 PT, IHE PT). Portugal - through SPMS – has been a member of IHTSDO since January 2014.
